It’s very similar to parole. It’s designed to give second chances to inmates who’ve done over 15 years, and have demonstrated consistent behavior fit for society.
The Department of Corrections houses many inmates who are truly beyond the point of full rehabilitation, yet they still have ten years (or more) to serve.
